2.1.35 Areas in Guangdong which are open to foreign investments

include the three special economic zones, the two open

cities, Hainan Island, and other open regions in the

Pearl River Delta. In the future, these areas will be

opened further and their foreign trade will continue to expand in the hope that they will give an impetus to the

economic development in the rural and interior areas.

2.2. Discussions with Officials in Guangzhou (2o July 87)

Strategic Planning

2.2.1 Dr. Y.L. Cnoi (Government Engineer/Optimisation Studies,

Lands and Works Branch, Hong Kong) said that it was very

useful to listen to the presentations by Guangdong Officials, in particular, the respective projections in respect of increases in railway, road ard water-borne

transport. The figures indicating annual growth rates

of betweer 5% to 9% would serve as important inputs in the planning for key economic infrastructure for Hong

Yong for the next 15 tc 20 years.

Dr. Choi said it

would be even more useful if information could be made

available or the expected balance in the utilization of

the 3 transport modes in the Guangdong transport network their relationships with the economic development

plan. he hoped that detailed exchange of information would be arranged in future, which would benefit the

strategic planning of both sides.
