In Beijing
Mr Liu Wen thanked the RHKP for sending 2 officers from CCB to lecture PSB officers in Beijing in April on counterfeiting. He reported that the presentation was most informative and successful with representatives from various provincial PSBS attending.

Mr Liu Wen then referred to a recent request in which a PSB officer was invited to give evidence in a Hong Kong court in connection with a case of counterfeiting. Whilst understanding the legal requirements in Hong Kong, he regretted that all PSB officers were not allowed to testify in Chinese courts nor else- where. At the request of CP, Mr Liu briefly explained the judicial procedure in China. CP appreciated the difficulty in this matter and undertook to find out the best solution on
return to Hong Kong. It was agreed that, upon being requested by RHKP, NCB China would send the statement of the witness along with other legal documents including court records to Interpol Hong Kong for consideration. If necessary, the witness would visit Hong Kong for discussion.

The Hong Kong side informed the Chinese side that in January, 1987, 98 counterfeit HK$100 notes were seized from an illegal immigrant which were believed to originate in China. The arrested person had been repatriated to the mainland with samples of the notes being given to NCB China.

The Chinese side was further informed of the investi- gations being carried out by RHKP into counterfeit Hong Kong currencies, Chinese C.N.Y., cashiers orders, Guangzhou Coal Coupons and V.S. travellers cheques in China including a number of successful operations in Hong Kong.

The Hong Kong delegation was given samples of new Chinese bank notes for any future reference.
In Guangzhou

Discussions in Guangzhou were in line with those in Beijing. Both sides acknowledged that a number of successful investigations involving the 2 territories had been attributable to close co-operation and swift exchange of intelligence.

It was emphasized that in cases of emergency investi- gators from both sides should rendezvous at Lo Wu for discussion.
