Both sides noted that this was the fifth meeting and that communication between the 2 NCBS had consistently built up which reflected a good working relationship being established.

The Chinese side reported that since the previous meeting, a total of 43 investigations had been dealt with by the 2 NCBS. The Hong Kong side agreed that communication traffic had increased and reported that 101 contacts (40 telexes, 43 letters and 18 telephone calls) had been made to NCB China whereas 51 contacts (24 telexes, 15 letters and 12 telephone calls) had been received from the latter during the past six months.

Mr Anning expressed appreciation to the Chinese side for their assistance in arranging 3 civilian witnesses to visit Hong Kong to testify at a Coroner's inquest which enquired into the death of a Chinese illegal immigrant who died in Hong Kong in December 1985.

Mr Liu Wen thanked the Hong Kong side for supplying NCB China promptly with the criminal records of 3 Hong Kong residents who were arrested in Guangdong for thefts in March this year.

The Commissioner then made reference to cases in which Chinese officials attempted to arrange visits to RHKP through private companies. He reiterated the need for all such visits to be arranged through the Interpol channel. Mr Liu Wen agreed and advised to decline any such requests in future.

The Chinese side reported that an Interpol Liaison Office had been set up in Guangdong Province in February 1987 with an aim to enhance efficiency and cooperation between both sides. Its staff comprised 4 officers from PSB Guangdong,
2 from PSB Guangzhou City and 2 from PSB Shenzhen.

The Hong Kong side welcomed the opening of the Guangdong Liaison Office and assured that a good working relationship would develop. It was agreed that all communication between Hong Kong and the Liaison Office would be copied to Interpol Beijing.

Mr Liu Wen opined that the use of telex, letter and telephone was sometimes not effective in cases of urgency and of confidential nature. He suggested that officers of the
2 NCBS should meet at Lo Wu Bridge to discuss. The Commissioner agreed.
CP related a murder case that occurred in Hong Kong in April 1987 where a police constable, his wife and 2 children
