I enclose a copy of Ray Anning's report on his visit to China from 6 to 14 May. This appears to have been very successful. Clearly cooperation between the two police forces, particularly on the Interpol net, is growing.

There are one or two points which are worth noting in the political context. The first is the attitude of the Chinese police authorities to the interviewing of suspects, which in a sense is a partial step in the direction of the tricky question of rendition. On the whole the Chinese line is unexceptionable. Annex I shows the Chinese head of Interpol specifically accepting that Hong Kong residents could not be returned to China for trial. He did, however, go on to suggest that RHKP officers should interview suspects in Hong Kong and "warn them to return to China to settle the matter".

We have incidentally agreed with the Commissioner that we in the Political Adviser's Office will be kept closely informed of contacts with the Chinese Interpol. This would be especially important for interviews with suspects and the questioning of witnesses in either direction particularly where RHKP officers going to China or PRC citizens coming to Hong Kong were concerned. This is a tricky area in which the political consequences need to be watched carefully.
