dividual capacities and shall be responsible exclusively to the Macao Special Administrative Region.

The appointment and promotion of public servants shall be on the basis of qualifications, experience and ability. Macao's previous system of employment, discipline, promotion and normal rise in rank for the public service shall remain basical- ly unchanged.

VII

The Macao Speical Administrative Region shall on its own decide policies in the fields of culture, education, science and technology, such as policies regarding the languages of instruc- tion (including Portuguese) and the system of academic quali- fications and the recognition of academic degrees. All educa- tional institutions may remain in operation and retain their autonomy. They may continue to recruit teaching and ad- ministrative staff and use teaching materials from outside Macao. Students shall enjoy freedom to pursue their education outside the Macao Special Administrative Region. The Macao Special Administrative Region shall protect cultural relics in Macao according to law.

Subject to the principle that foreign affairs are the respon- sibility of the Central People's Government, the Macao Special Administrative Region may on its own, using the name "Ma- cao, China", maintain and develop relations and conclude and implement agreements with states, regions and relevant international or regional organizations in the appropriate fields, such as the economy, trade, finance, shipping, com- munications, tourism, culture, science and technology and sports.
