in 352 1. Sir R Evans told me last week that he intended to send a companion piece to this interesting despatch covering China's external relations and focussing in particular on the Sino/ Soviet aspect.

I think he aims to do this soon after his return to Peking after leave.

2. If Sir R Evans goes ahead as he plans, it might make sense for the department to resubmit the two despatches, together with arrangements for distribution to a wider readership. But I accept that the 13th Party Congress adds to the general uncertainty. Let us review the situation then.

3. On the substance of the despatch of 3 July, I too note the similarity between Sir R Evans's three categories and Mr Fletcher-Cook's "three focal points". But I suspect that, as Mr Fletcher-Cook Said in his submission of 24 February, any such classification runs a certain risk of over-simplication. In practice, I suspect, there is a good deal of shading and overlap between one group and the other.
