Problem

1. How to reply to a message of congratulation from the Chinese Foreign Minister, conveyed to the Secretary of State by the Chinese Ambassador?

Recommendation

2.

I recommend that the Secretary of State writes to Wu

and to the Chinese Ambassador asking him to convey the

letter to Wu, and also thanking the Ambassador for his

own congratulations. Accordingly, I submit draft letters

to Wu and to the Chinese Ambassador for Secretary of

State's signature.

The Secretary of State has already asked the Governor of Hong Kong to thank Wu for his message, and say that a letter will follow ( FCO telno 1626 )
