On hearing LO's suggestion that the Beijing government should consider establishing its own consultative body in Hong Kong to collect and assess directly the views of the various sectors of the public towards the drafting of the HKSAR Basic Law, ZHANG clearly expressed that the setting up of such did not necessarily require British Government's agreement but China intended to maintain her stand of not interferring with the inter- nal administration of Hong Kong, for which the British Government had ultimate responsibility until 1997. She also pointed out that the Central Government in Beijing considered the existing consultation mechanism adequate. According to ZHANG, China had a genuine intention of maintaining Hong Kong's prosperity and stability. What really worried China now was how to make Hong Kong people believe it. She quoted that China was already making efforts to maintain Hong Kong's independent status in some international trade and tourism bodies such as GATT, MFA, etc. and that China was prepared to work along this line to carry out her promise of 'One Country, Two Systems'.
