The major reason for the gap between the civil service and the average private sector total packages for local staff up to the D2/DJL2 level is a much larger fringe benefits component in the civil service. The gap is made up -
(a) very largely of differences between
the housing benefits available in the civil service and the private sector; and
(b)
to a smaller extent of retirement benefits in the civil service.
