Comparison with Expatriates in Private Sector

Although the principal aim of the survey was to compare local terms of employment in the civil service and the private sector, data on expatriates in the private sector at the Directorate equivalent level were also collected. analysis of the results is at Appendix III.

The analysis shows that when compared with the senior expatriate total package in the private sector, the local Directorate officer's total package is well below the Average private sector practice, particularly at the D3/DJL3 level and above. The expatriate Directorate officer's total package is about Average at the D1/DJL1 and D2/DJL2 levels, after which it begins to fall well below the Average.
