practical detail which are unlikely to have any significance outside the Administration. If each form and every variation to

to a form were required to be tabled in LegCo, the flexibility of the new approach would be greatly diminished with no obvious gain for members of the Legislative Council.

Members will also be aware that the problem of forms has assumed serious proportions in the light of the probable impact on the Revised Edition of

Edition of the Laws

the Laws of Hong Kong of introducing bilingual legislation. The number of volumes

in

the Revised Edition is likely to increase in the near future from 26 to 30. When both official languages are used this will be doubled at the very least, thus resulting in a major printing and publishing exercise.

In looking for ways to reduce the sheer size of the task, it is considered that a major saving can be made in the number of forms printed in the Revised Edition. A conservative estimate is that forms account for about 10 per cent of the contents of the existing Revised Edition, feature

that is thought to be unduly bureaucratic. By reducing the quantum of forms, the task of translating is also reduced with obvious savings in manpower

resources.

It would seem unreasonable to burden the Legislative Council with forms which do not legally require to be published as part of the Laws of Hong Kong and which have been identified as of a

as of a purely administrative character. It is suggested

the legislation may make it necessary to introduce forms that the design of the forms can reasonably be left to the Administration. There will

In the light of the foregoing Members are asked advise whether the decision that forms specified under the Lifes and Escalators (Safety) (Amendment) Bill 1987 should be tabled in the Legislative Council ought to be reconsidered and revoked.
