The Ordinance itself sets out the purpose form; this is accurately reflected in each of the descriptions listed above. In addition, the Ordinance lays down how each form is to be used in the particular case where it is required. The content of each form is therefore governed, not by the fact that it is

contained in the

Ordinance, but by the actual provision which refers to it.

The advantage of enabling the Director to specify the necessary forms is simply that in implementing the provisions of the Ordinance the Director will be able to shape the forms in the way best designed to meet changing circumstances. Forms will continue to be used, since that remains an legal requirement; and the purport of each form will of course have to be consistent with the governing provision.

The proposal that forms specified by the Director should be laid on the Table of the Legislative Council is likely to reduce the administrative advantage of being able to specify them. Given the controlling effect of the underpinning provisions of the Ordinance, the Director's range of choice is limited. But it may be necessary to make changes to the format of the forms at frequent intervals or at short notice, depending on circumstances, to reflect purely
