Situation Dealt With

Ex-gratia Allowance for Inshore capture fishermen and Stake-net fishermen.

Ex-gratia Allowance for Rowing boat operators.

Type of Assistance

Assessment of ex-gratia allowance is based on the degree to which the fishermen are affected as established by surveys conducted by Director of Agriculture & Fisheries :

(a) for boat fishermen

a sum equivalent to the notional value of one year's fish harvest in the area, as assessed by the Director of Agriculture & Fisheries. Eligible boats are to be identified and categorised by the Marine Department before the area is gazetted.

(b) for stake-net fishermen

payment equivalent to one-half of one year's notional harvest value.

Ex-gratia allowance payable to boat operators whose operation will be terminated on the following basis:

(a) loss of the boat an allowance of

$250 for each boat, representing its resale value (about 20% of the cost of a new boat estimated at $1,200 on average); and

(b) loss of business profits

an

allowance of $1,250 representing

estimated net profits at $250 per month on average, over an adjustment period of five months.
