Sir, Mr. Yeung Po-kwan has drawn our attention to the need to

strengthen bilingual legal education in order to meet the requirements of a bilingual legal system. I fully agree with him that
with with the more extensive use of Chinese in courts and the implementation
of bilingual legislation, there will be an increased demand for
bilingual lawyers.
Training future law graduates to become proficient
bilingually is, of course, primarily a task for the tertiary institutions. The idea of introducing law courses to be taught in
Chinese has my full support. Where it can the Legal Department has
been giving assistance to the tertiary institutions to train law students to be bilingual by providing lecturers and by advising on the
planning of curricula.
