discussion paper on "The Relationship between the SAI Provinces/Regions" is divided into 5 parts. Parts 2-4

The second part is introduction of the present relationship between Hong Kong and the various provinces/regions in respect of economy, culture, and immigration. The third part deals with the organisations responsible for affairs between Hong Kong and the various provinces/regions. The fourth part lists the on the relationship between the HKSAR and provinces/regions under the Joint Declaration. Part of the paper presents the principles to be discussed. Relevant issues concerning the relationship between .the HKSAR and the various provinces/regions after 1997 are dealt with, including three points of concensus regarding the binding force of the Basic Law, the entry/departure of the mainland people into/from the HKSAR and the relationship between the HKSAR and the various mainland provinces,/ regions. Issues on the relationship between Hong Kong and the Guangdong Province, the issues of visas, economic organisations of mainland provinces/regions in Hong Kong have also been covered by analysing the opinions at the Special Group's meetings.

2.1.3 Before bringing in mainland capital to set up enterprises in Hong Kong, the municipalities directly under the Central Government is to ask the provincial/regional Economic and Trade Department to apply on its behalf to the Ministry of Foreign Economic Relations and Trade under

the State Council.
