MINISTRY OF SUPERVISION

1. I called recently on Peng Jilong, Head of the Research Department of the Ministry of Supervision and his deputy Yang Xiangui to discuss the Ministry's work.

He said that the decision to set up the Ministry (or rather to reinstitute it) had been taken at the NPC Standing Committee in December last year. The Ministry had not really begun functioning until September, and it was still in the process of growing into its role. It had for example a staff of 150 or so at the central level at present, which was expected to grow to 500 in three years time. The Ministry was divided into 21

Letters and Visits Bureau (this was at present in different location to the rest of the Ministry at Yongdingman Xijie Jiayihao and which had opened in June)

The Ministry worked under the leadership of the State Council and was responsible for the supervision of state administration at the four levels of county, municipality, province, and centre. Most provinces (25) already had established Provincial Supervision Bureaux, and the rest planned to open them soon. Bureaux would also be set up in the open cities and special economic zones. The central Ministry would set up branches in other government departments, thus for example it had one in MOFERT and was considering having others elsewhere. Formal regulations governing the Ministry's organisation and work were being drafted.

The Ministry was responsible for supervising the activities of state administrative cadres (those working in central government departments), of managers and senior personnel in state enterprises, scientific establishments etc (where they were appointed by government departments, and of senior personnel in the provincial government administration. Similarly provincial level Supervision Bureaux would be in charge of the mass of provincial government officials, managers etc in enterprises appointed by the provincial government, and the leading officials at the next level down.
