Sir J Blelloch has returned from Hong Kong. His discussions
went well. I understand that the Defence Secretary will minute
colleagues early next week, acknowledging that a small shift in
apportionment is necessary. There is a lot of background, which I
had better pass on by telephone.
General Compensation Scheme
10. The Secretary of State found still more questions to ask, and
we have answered them. He will now ruminate over Christmas.
Other Subjects
11. There has also been action in a number of sensitive fields, one
entirely new. I shall ensure that Mr Paul is in a position to brief
you.
