1. Before Mr Martin Lee and his two LegCo colleagues walked out of their meeting with Lord Glenarthur on 8 December, Mr Lee:
(i) handed to Lord Glenarthur a letter addressed to the
Prime Minister;
(ii) asked whether the Prime Minister and the Secretary of State
would receive him if he returned with a similar delegation in
January.
How should we respond?
Recommendation
2. I recommend that, as a first step, you write to Mr Powell at 10
Downing Street on the lines of the attached draft. The letter:
(i) describes the general lines of a reply to Mr Lee, to be sent by
Lord Glenarthur;
(ii) recommends that it should again be Lord Glenarthur who receives
the LegCo members of any further delegation which comes
London.
This recommendation is in line with the advice of the Governor of
Hong Kong.
