What began as an entertainment and broadcasting debate has now developed into a debate about Telecommunications policy.

From a telecommunications viewpoint we are facing the most far reaching decisions that have been made in Hong Kong this century yet there is every appearance of the issue being rushed through in order to resolve the Cable TV debate. Numerous representations have been made to Government in an atmosphere of confusion as to which Government department is actually dealing with the issues; what the issues are (Cable TV or Telecommunications) and what specifically Executive Council will be asked to consider when the Administration present their papers.
As matters now stand Hong Kong Telco, having made these representations, have no knowledge of the context in which they will be presented to Executive Council later this month and no recourse if our representations in this confused environment subsequently misinterpreted.
