In a competitive network environment, there could no longer be a sustainable argument for a Scheme of Control.
Inevitably there would be a greater administrative burden placed on Government to deal with interconnection, integration, the universal service obligation and continuing provision of emergency and other social services. A significantly larger regulatory organisation would be required.
A competing network disruption to roads, rights
rights of way and pavements and utility services already buried would be risk of disruption in this process. The economic cost of disruption has not been quantified but it need not be incurred at all if Hong Kong Telco's existing duct network were to be used for distribution of Cable TV services. It is only because of Cable TV that this discussion arises at all and the cheapest solution must therefore be to use the existing duct network not to duplicate it.

There is a grave danger of pursuing competition for competition's sake. That cannot be in Hong Kong's best interest. Hong Kong Telephone has available a duct network which the Broadcasting Review Board observed was in appropriate configuration for a switched star cable television network. By using this ducting, Hong Kong has a unique edge over most other countries in the world in introducing both cable television and other telecommunication
services.
