Many thanks for your letter of 5th January acknowledging

receipt of my Report as to the HK Judiciary. I shall be glad to

discuss it later if you like perhaps when I am in London for a week or

so in May. I am now writing to pass on to the Lord Chancellor's

Department my concern for the need for preparation for judicial

independence in the Special Administrative Region of HK after 1997.

I saw the late Governor, Sir Edward Youde, in October and felt

that he understood that sound judicial administration will have to be

developed before the Judiciary can establish an independent place in

the SAR and that such development will not occur except by determined

the Judiciary. He told me the public needed the

action

reassurance of a strong Judiciary; that all the main public

institutions were being strengthened; and that it would be wrong not
