THE HONG KONG JUDICIARY

John Freeland will have mentioned to you that I would be writing to you about the Hong Kong judiciary, in order to let you know of some developments here on a matter which is really your Secretary of State's concern.

First, you will no doubt know that Peter Robinson, formerly a Deputy Secretary in this Department, has prepared a report for the Chief Justice of Hong Kong recommending improvements to the organisation of, pay structure of and administrative support for the Hong Kong judiciary. I imagine that you have a copy of that report to the Chief Justice: if not, I could lend you the copy I have for a while.

More immediately, Peter Robinson has written a note to Derek Oulton about some of the more general issues arising out of his period in Hong Kong, and I attach a typescript copy of the letter.

Peter Robinson is to see Derek Oulton in May or thereabouts, and it would be extremely helpful, if you could find the time, to let me have a brief note which Derek could show to Peter Robinson to assure him that all the points concerned are, as I am sure they are, already being looked after in the Foreign and Commonwealth Office. Indeed, John Freeland told me that he had been speaking to you on this topic only recently.

I should add that the Lord Chancellor has seen Peter Robinson's report and has authorised me to write in this way.
