The
The annex to Mr Ehrman's minute of 29 October
describing the structure of the Consulate General in Hong
after 1997 was, I understand, produced by PPD in
conjunction with other departments (attached).
Ambassador in Peking has also commented on the size of
the proposed Consulate General suggesting that it is too
large in comparison with the Embassy. The subject will
certainly need further study but the Consulate General
will need to be very substantial in the years following
1997, although we may be able to reduce it later.
think we will need some thing like the staff predicted in
PPD's
note. My detailed comments
are:

Consul General: he will almost certainly need
to be
senior grade in the aftermath of the
transfer of
sovereignty in 1997.
There may be
advantage in
our
senior representative on the Joint Liaison Group
(which will continue to 2000) also being Consul
General.
