I attach a recent letter from Richard Evans suggesting that

size of the proposed Consulate General is too large in

comparison with the Embassy. Personally I think this is tackling

the problem from the wrong end: the Mission will need to be large

en ough to cope with the tasks envisaged for it. I also attach a

minute from POD asking about staffing levels in the Consulate

General and the need for Cantonese speakers.
