1. I have seen Teddy Youde's letter to you of 17 April, in which he referred to my letter of 19 December.

2. I am glad all concerned are in agreement that HMS TAMAR would not be a suitable site for our Consulate General in Hong Kong after 1997.

3. Teddy Youde understood my letter to imply that the staff of the Consulate-General should not, on grounds of principle, be larger than that of the Peking Embassy. I had not intended this implication. I do, however,

think that the relative sizes of the two posts is a factor to be taken into account, for the reasons given in my letter of 19 December.

4. I agree with Teddy Youde that the future SAR Government (and indeed the Chinese) would be most unlikely to favour the use of the West Wing of the present Central Government Offices (paragraph 9). I also agree that the gradual approach suggested in paragraph 8 would be sensible and that the most attractive alternative seems to be to build purpose designed offices on part of the former Victoria Barracks site (paragraph 10).
