As passport matters abroad fall within my

field of responsibility, I am replying to your

letter of 10 January to Linda Chalker which

enclosed one from Ms M Phelan of the National

Council for the Welfare of Prisoners Abroad,

347A Upper Street, London N1 OPD concerning

who is serving a prison

sentence in Taiwan and expects to be released

shortly.

In the first place I should explain that

emergency passports facilities for persons

abroad who for some reason are without their

passport are not issued by the Passport Office

in London, or by the Foreign and Commonwealth

Office, but by the nearest British passport -

issuing post overseas. Because we have no

consular or diplomatic representative in Taiwan

passport applications made by British nationals

living there are processed by the Immigration

Department of the Hong Kong Government.
