explanation as to the whereabouts or loss of his
previous British passport. It then came to light

of the judicial authorities in Hong Kong, where he
faced charges of theft, attempt to obtain property
by deception, and possession of a forged document.
He had been due to appear before a Magistrates
Court in Hong Kong in 1981 but had jumped bail and
left the country. A warrant for his arrest was still
three outstanding. The maximum penalties for the offences
were said to range from 3 to 10 years' imprisonment.
In view of this fresh information we advised
Hong Kong that the initial passport facilities granted
should be restricted to the issue of

After an initial reaction that he would try to
