Ms Phelan of the National Council for the Welfare of

Prisoners Abroad has raised with him.

2. There is considerable correspondence on file about

who was arrested in Taiwan in 1983 and

sentenced to 3 years imprisonment for cashing counterfeit

travellers cheques and using an identity document in a

false name (a Spanish passport in the name of Catalan

Carmen Gomez).

Because we have no diplomatic or consular

relations with Taiwan it was some time before information

about

imprisonment was received. He

eventually contacted Mr Heathfield of the Anglo-Taiwan

ME (ATTC),

Trade Committee who acts as unofficial consular

correspondent in Taiwan.

In 1984 when

Enclosures-flag(s).....

hoped to be released before

completion of the 3 year term, the Immigration Department

in Hong Kong, who process passport applications for

persons living in Taiwan, were sent a copy of

1980 passport application form and asked

to assist in granting emergency or restricted passport

facilities to enable him to travel when he was released
