BILATERAL NEGOTIATIONS OR PRISONER REPATRIATION

Following discussions with BE Bangkok the Thai Government has

17 invited a UK delegation to go to Bangkok for detailed negotiations

18 on this matter at the end of the month.

These negotiations should enable us to move significantly

20 forward towards an agreement, but we doubt that it is realistic at

21 this stage to think in terms of completing agreement during this

22 round of talks. Indeed, it may be several more months before we

move forward again.

Correspondence in 1984 with Yek, Security Branch focussed on

25 the question of the Thai requirement for prisoners to serve a 26 minimum eight year sentence before they could be considered for

27 transfer. There has unfortunately been no amendment to Thai

28 Legislation which would reduce this period and we do not think

29 that this will be passed by the Thai Parliament for some
