In its application to the Prisoners'

Welfare Fund, rule 257 shall be read as if

for "specified in rule 256" there were

substituted "specified in rule 265".".

COUNCIL CHAMBER,

1986.

Clerk of Councils.

Explanatory Note

Part VI of the Prison Rules governs the

administration of the Correctional Services Department

Welfare Fund, established under section 22 of the Prisons

Ordinance. By an amendment to the principal Ordinance,

the Prisoners' Welfare Fund is established on a similar

basis and the main object of these rules is to add a

new Part VII to the principal rules for the purposes of

administering that fund.

2. A minor relaxation is also made in rule 47

(relating to prisoners' correspondence) to permit prisoners

to send one letter a week instead of a letter every two weeks.

3. A consequential amendment is made to rule 256 and

the references to "the Colony" in the principal rules are

replaced by references to "Hong Kong".
