EXTENSION TO DEPENDENT

1. As promised at our meeting last week, I attach a draft of a letter to go to the Governors of Hong Kong, Bermuda and Cayman Islands. You may wish to consider whether copies should be sent, at least for information, to the Governors of other Dependent Territories. Please amend it as you think fit. Amendments only need clearing with me if they concern the description and effect of the legal instruments concerned.

2. I will supply copies of the Conventions when you let me know how many you need. I have assumed that we should not need to copy the 1982 Act, but if that is wrong, I can supply that too. I propose to send a copy of the letter to LCD and DTI after issue, but not clear it with them in draft.
