DEFINITION OF UK NATIONAL FOR EC PURPOSES:
PASSPORT ASPECTS
1. I attach a conv of the new Declaration defining a UK national for EC purposes in terms of the British Nationality Act 1981. The Declaration has still to be formally noted by the Member States in Brussels. I also attach a revised Memorandum on the identification of United Kingdom nationals. The procedures in Brussels should he completed this week. Unless you receive a telegram to the contrary by 20 December, please thereafter hand over the Memorandum and the text of the new Declaration to the Government to which wou are accredited.
2. Their particular attention should be drawn to the revised endorsement which will appear in the passports of Channel Islanders and Manxmen who do not qualify for free movement within the FC (paragraph 9 of the Memorandum).
