1. We took action on David Le Breton's letter of 23 September today with the MEA's Passport, Immigration and Consular Division (Dayakar), and left with him a copy of the annex to that letter, including the FCO's Note of 30 September. We emphasised the importance of ensuring that all the relevant Indian authorities should be informed of the new nationality status and left a copy of the Speaking Note (enclosed).

2. Dayakar seemed to take this in, and asked only whether BN(0)s would be returnable to the UK or to Hong Kong. We confirmed they would be returnable to Hong Kong. He did not raise the issue of BN (0)s who might lose the right of abode, but we were grateful to have your telno 994, which gives us some useful ammunition. If the MEA want to be fussy, it may not stay in the locker very long.
