be grateful for your advice when it comes to clarification

to attendance at Royal Garden Parties.

Perhaps you could define "Hong Kong National"? No Do you mean Hong Kong Resident? You would be aware that a

number of people who have lived a long time in Hong Kong Would hold passports from a variety of other countries. it, therefore, follow that these people, apply through the High Commissions of the countries from which they hold passports.
