By "Hong Kong National" I meant those who are British Dependent Territory Citizens and hold a British passport stating this. Technically, if they hold other passports of Commonwealth countries then they should apply through the relevant High Commissioner in London but perhaps we could discuss this further when you know who you wish to put forward for next year as the High Commissioner in London may have already filled his quota and it would be difficult to get your invitees invited. We, as you know, have a quota for Hong Kong
