I attach a copy of a letter that we have received from Andrew Faulds about the position of ex-servicemen in Hong Kong. I should be grateful for any comments

that you or Mr Hill may have on the enclosed draft reply. In particular,

I wonder whether we should expand a little more on the distinction between those who served in the Hong Kong Volunteer Defence Corps and others, in the application

of section 4(5).

I should also be grateful for Mr Hill's advice on whether this correspondence

should be shown to Hong Kong.
