with the consulates of a number of nations suggests that there will be no

difficulty in their accepting the BN(0) status so long as they are satisfied

as to the passport holder's returnability to Hong Kong. The formula which

has been agreed with the Chinese makes quite clear that this is the case

and we anticipate therefore few problems.

The Legislative Council have also expressed the view that the endorsement

to be placed in BN (0) passports visiting the United Kingdom will help to

enhance the acceptability of the passport.

Hong Kong BDTCs enjoy visa-free access to between 70 and 80 countries.

In most cases the decision to waive the visa requirement is not the subject

of a visa abolition agreement and in many cases the decision has been made

unilaterally by their countries to facilitate travel from Hong Kong. There

are 12 out of 48 visa abolition agreements that apply to Hong Kong BDTC5:

Denmark, Iceland, Monaco, San Marino, Belgium, Netherlands, France, Italy,

Norway, Luxembourg, Portugal and Sweden.

Price of the Passport

While there will be no fee for registration there will be a fee for the

passport issued. The Home Secretary will be responsible for determining this

fee under the Consular Fees Act 1980.
