The Home Office were ready to give a full and

sympathetic explanation of the Government's decision on the

three LegCo requests and we have further accentuated this

aspect of the speech. We have also contributed an up-beat passage on general political developments (para 19) intended to support the point that the ethnic minorities have а secure future in Hong Kong. Inevitably there is a passage on the immigration implications of. giving British citizenship to the ethnic minorities (para 14). Home

Office officials insist that this is a minimalist statement

of their Ministers' views, and is phrased as

uncontentiously as possible. I think that we must probably accept this; but this is very much a

judgement and it would be helpful
