It now

seems highly probable that a critical motion

will be tabled by

by the opposition in the House of Lords.

This emerged from discussion yesterday evening and this

morning between Lord Mishcon and the Hong Kong Government

Office: please see Mr Haye's letter to me of 2 May and Hong

Kong telno 420. Quite properly the Governor declined to

advise Lord Mishc on on his tactics. But his response

amounted in fact to quite а clear steer away from any action which would have the effect of delaying the passing

of the draft order.

But it seems

Mishcon will be deterred.
