Now that the Government's decisions on Hong Kong have been announced we need
to reply to the correspondence from the Council of Hong Kong Indian Associations
about the non-ethnic Chinese BDTCs.

As Ministers know, the Council's letters were sent to all members of the House
of Commons and to a number of members of the House of Lords. The letters to the
Home Secretary on NTY/86 387/1330/35 attached are marked for reply by
Mr Waddington. But in the light of the Council's recent request to see the Home
Secretary, Ministers may consider that it would be helpful if the Home Secretary
were to write personally to Mr Sital, the Vice President of the Council.
I attach a draft reply, which has been agreed with colleagues in the FCO.
There
would be advantage if the letter could be dealt with fairly quickly so that it
could help influence debate in Hong Kong. Once it has been signed we should be
grateful if Private Office could pass it to Mr Hum in the FCO Hong Kong Department
who will arrange for the text to be telegrammed to the Governor so that he can
pass it to Mr Sital: the letter itself can then follow by bag.
There are also about 70 letters from MPs and others which have been awaiting
the Government's decisions. Most of them pass on the Indian Council's letters
with varying degrees of support. We shall be submitting draft replies to these
letters over the next week or So.
