Thank you for your letter of 16 April about the Hong Kong Nationality Order in Council.

Your point that the Government's response to the

Legislative Council's representations should be made

public before the Order is laid was also made from

Hong Kong, and has been accepted. As you will have

seen, a statement explaining our decisions was made by

the Home Secretary yesterday. The terms of the statement

were also made known yesterday to the ad hoc group

formed in Hong Kong by members of the Executive and

Legislative Councils to deal with these issues. The

intention now is that the Order will be laid early next

week.
