I spoke to Mr Davis in the Treasury this afternoon. He was unsighted; as we suspected, the matter has not been submitted to him personally. I said that I thought the technical merits of the argument pointed to leaving arrangements as they now are in Hong Kong, but that in any case there were overriding political considerations which would make it enormously difficult to insist on the Hong Kong Government paying the excess revenue from the passport fees to HMG. He will call back after he has looked into the matter.
