I spoke to Mr Davis in the Treasury this afternoon. He was unsighted; as we suspected, the matter has not been submitted to him personally. I said that I thought the technical merits of the argument pointed to leaving arrangements as they now are in Hong Kong, but that in any case there were overriding political considerations which would make it enormously difficult to insist on the Hong Kong Government paying the excess revenue from the passport fees to HMG. He will call back after he has looked into the matter.

A point we might make if there is further signment is that all the fees to be collected for BUX) passports will be collected from Hong Kong people; if the HKG did not keep this money it would have to raise it
For levies on AK people; the UK taxpayer really has no right to it at all.
