I have spoken to Richard Fries in the Home Office about Hong Kong telno 223 of yesterday. He believes that his Minister will agree to the Governor's proposed Line in the course of today. He will ring us back. He continues however to say that the sort of Line the Home Office are thinking of is along the following lines:

"The holder of this passport may be freely admitted to the

UK as a bona fida visitor within the immigration rules".

He says that he understands that Hong Kong now accept that visitors must of course abide by the immigration rules and the Home Office therefore cannot understand why it should not be possible to state this in the endorsement. He is taking the line that if we are not going to be prepared to agree to this sort of endorsement it Would do more harm than good to allow Mr Renton

the proposed friendly wording, because it might arouse expectations which we could not fulfil Later. I have made it clear to him that we cannot possibly commit Hong Kong on the wording of the endorsement at this stage. I think that we should try to pocket this Language now and worry about the endorsement later, but you may wish to speak to Fries .
