I do apologise for not having written before to congratulate you most warmly and sincerely upon your very deserved new appointment. It has given very great pleasure to your many
friends in the House and outside.
I am not quite sure about the new division of Ministerial responsibilities, but I thought you and your colleagues should know that I am becoming rather concerned about the Hong Kong passport situation. My concern is considerably heightened
by listening to a programme on the BBC World Service two days
ago. I should very much value the opportunity of discussing it, either with you, or the appropriate colleague, at some time convenient to you.
