The Administration considers that, in line with the view it has taken with respect to tobacco advertising on television, the BRB's recommendation for
for a total ban on all forms of tobacco advertising and sponsorship on radio should be supported in principle. Again, however, it is considered that in the public interest such a ban should be implemented in a gradual manner.
The Administration thus recommends that commencing with the new radio licence period in August 1989 further restrictions comparable to those recommended for television, should be placed on tobacco advertising on radio, with a view to effecting an eventual total ban by December 1994 (the same date as for a total ban on television). It is recommended that the future Broadcasting Authority should be empowered to decide the manner and timing of such further restrictions, and that the Authority should in addition be empowered to vary or suspend the target date for a total ban in 1994 if considered appropriate in the light of circumstances.

The Television Advisory Board was consulted and has endorsed the proposals outlined in paragraph 17 above.
Financial and staffing implications

If the Administration's proposal to further tighten up tobacco advertising on television is adopted, there may be a slight drop in the advertising revenues earned by the licensees of which in turn would have the effect of reducing the amount royalty payments due to Government. The decrease is, however, not expected to be significant.
