In addition to this phased programme it is proposed also from December 1988 to tighten the advertising Code of Practice with regard to tobacco advertising, including: -

(a) the nicotine and tar contents of cigarettes should be indicated in the written health warning;
(b) the written health warning should be carried
throughout the TV advertisement;
(c)
(a)
in addition to the written health warning, there should be a voice-over, repeating orally the health warning message at the end of the TV advertisement lasting not less than 3 seconds during which there should be other noise/music distracting from the effect of the warning.

It is further recommended
to
that the future Broadcasting Authority be empowered to review the above proposals and to modify, vary or suspend the phased programme or to introduce further or alternative measures with regard
the and presentation of tobacco advertisements, if considered appropriate in the light of changing circumstances, and taking into account Government's overall anti-smoking policy and the interests of public health; and

(b) that in any case, eighteen months after the introduction of the first phase of restrictions in 1988, a review be conducted of its efficacy and of any effect it may have had on the television licensees, and the result of this review to be reported to the Executive Council within twenty four months of the introduction of these measures.
