The Broadcasting Review Board recommended that:
(a) a total ban be imposed on the
advertisement of all tobacco products
on both radio and television at the
time of the commencement of the
new licence periods but that this
prohibition should not be read as
including a reference to the
broadcasting or televising of matter
of an advertising character as an
accidental or incidental accompaniment of the broadcasting or televising of
other matter in circumstances in which
the licensee does not receive payment
or other valuable consideration for
broadcasting or televising the
advertising matter.
(b) sponsorship of programmes by tobacco
companies should not be permitted if
the material used by the sponsor amounts
to an advertisement.
(c) "Advertisement" means matter which draws the
attention of the viewer of listener to a
product, service, person, organisation or way of
behaviour in a manner calculated, directly or
indirectly, to influence the viewer or listener,
favourably or unfavourably, towards that
product, service, person, organisation or way of
behaviour.
