whether the future Broadcasting Authority should be empowered to decide on the manner and timing of such further restrictions, and be empowered to vary or suspend the target date for a total ban of tobacco advertising radio in 1994 if considered appropriate in the light of circumstances (para. above); and
on

whether 18 months after the introduction of any further restrictions in respect of tobacco advertising on radio, a review should be conducted of their efficacy and of any effect they may have had on the radio licensee, and the results of this review to be reported to the Executive Council within twenty four months of the introduction of these measures (para. 22 above).
