(d) the Board of Governors shall discharge its

functions through RTHK which shall do all acts

and things necessary for implementing all powers

and functions conferred onto the Board by the

RTHK Ordinance.

The Board will be governed by its own statute but

otherwise fully independent on its decision-making.
